The Bundesagentur für Arbeit (BA) is a self-governing public-law corporation endowed with legal personality, directly subordinate to the federal government (Sec. 367 of Book III of the Social Code). It is legally under the management of the Federal Ministry of Labour and Social Affairs.

The Board of Governors (Verwaltungsrat) functions as the central body of the BA’s autonomous administration. It represents the interests of those who pay into the system. The autonomous administration oversees the Executive Board and the administration. The Board of Governors has a voice in appointing the Executive Board, and may resolve to dismiss the Executive Board, subject to the consent of the federal government. The Board of Governors approves the BA’s budget and strategic orientation. It has tripartite representation from employees, employers and government, for a total of 21 members.
