Key law

Act of 20 April 2004 on employment promotion and labour market institutions.

Tasks of the PES

  1. Employment promotion.
  2. Alleviation of the consequences of unemployment.
  3. Vocational activation of the unemployed and jobseekers.

Legal status

The Act on the employment promotion and labour market institutions (see Key law) specifies the tasks and powers of public employment services: the Minister competent for labour, voivodeship local governments (voivodeship labour offices), poviat local governments (poviat labour offices) and voivodes.

Aims of the PES


1.    Full and productive employment.

2.    Human resources development.

3.    Achieving high work quality.

4.    Enhancement of integration and social solidarity.

5.    Increasing mobility on the labour market.
