Recent and current changes in laws relating to the status/organisation/function of the PES

What is changing, what has changed (legal)?

This described model, tasks and aims have been established in 1994 with the creation of the Public Employment Service Act (AMSG).

Based on the objective to enhance the fight against poverty the implementation of the so called  means-tested minimum income (bMS) is stipulated on 1st September 2010.  An agreement between

federal and Federal state governments regulates the harmonisation and generalisation of the social welfare so far, while at the same time, extending minimum income elements within the unemployment insurance law. This agreement also provides for taking over information, receipt and forwarding of applications from employable social welfare recipients to a means-tested minimum income by the AMS. The welfare agencies (district authorities) should perform the means and wealth testing, and the assignment of bMS
