What is the legal basis of the PES, which tasks, aims and organisational structure are specified by law

Key law

-          Decree of 18. January, 2001 regarding the organization and functioning of the public employment agency of the Brussels region.

-          Cooperation agreement of 30. April, 2004 between the Federal State, Regions and Communities regarding the active support and care for the unemployed.

-          Decree of 24. March, 2005 to amend the Decree of 18. January, 2001 regarding the organization and functioning of the public employment agency of the Brussels region.

Tasks of the PES

1.     Support and organization of the job search process and placement of job-seekers;

2.     Dissemination of information to the job market;

3.     Active in the development, implementation and supervision of government-approved programs for the reemployment of jobless persons drawing full unemployment benefits, or similar unemployed persons; precluded here are programs for the reemployment in the administration and agencies of the Federal Government, or under its auspices;

4.     Interventions with respect to the compensation of involuntarily unemployed middle-aged or older persons, those with disabilities, or those persons who are for other reasons difficult to place, and who through these interventions can be placed in a position.

5.     Interventions with respect to costs associated with applicant screening, vocational training and reemployment of personnel in relation to start-up, expansion or restructuring of companies.

6.     Interventions with respect to the costs resulting from the reintegration of previously jobless employees;

7.     Interventions with respect to the compensation of employees who are affected by the restructuring of companies

8.     Implementation of measures to employ the jobless;

9.     Securing cooperative agreements with third parties;

10.  Administration and organization -as program responsible- of the digital network for data exchange, which organizations administering job creation measures having an informal or formal agreement with ACTIRIS belong to.

Legal status

The public employment office of the Brussels region, whose acronym on 21. June 2007 became ACTIRIS, was created in accordance with a Royal Decree on 16. November 1988, and amended according to the Edict of 18. January 2001 concerning the organization and functioning of the public employment office of the Brussels region.

Mission

ACTIRIS is the official employment office of the Brussels region. It is entrusted with the implementation of the government's employment policy. As representative and recognized experts concerning the job market in the Brussels capital region, ACTIRIS together with its partners, implements custom-tailored solutions, which enable employers to identify prospective employees with the desired competencies, and enables job-seekers to find positions which match their qualifications.
