The Federal Employment Agency of Germany, Germany

The Protocol of Intent on Bilateral Cooperation between the Public Employment Service of Germany and the State Employment Agency of the Ministry of Welfare of the Republic of Latvia (signed on June 13, 2007) prescribed future cooperation in the following spheres:

 

1.       International relations in the field of employment

2.       Labour Market Monitoring, Research and Forecasting

3.       Career guidance in the Public Employment Service

4.       European Social Fund – Best Practices exchange

5.       Human Resources Development

6.       Active Labour Market Instruments – Services for employers

7.       Legal and political framework

 

The Protocol of Intent on Mutual Cooperation for 2005 prescribed cooperation in the following spheres:

 

1.       Labour market monitoring;

2.       Human resources development;

3.       Active labour market instruments (services for employers);

4.       Legal and political framework.

 

The Protocol of Intent on Mutual Cooperation for 2004 prescribed cooperation in the following spheres:

 

1.       International relations in the field of employment;

2.       Labour market research and forecasting;

3.       European Social Fund – exchange of best practice;

4.       Integration in European Employment Services (EURES) network.

 

The NVA in cooperation with Federal Employment Agency of Germany implements the cross border agreements on following issues:

 

·        on Work of Employees to Increase Their Professional and Language Skills (Agreement on Guest Workers);

·        on Work of Employees in Enterprises of Latvia to  Implement Turnkey Contracts.;

·        on Work of Students during Summer Holidays.

The Ministry of Labour of Denmark, Denmark

The project “Strengthening of Environmental Awareness in Vocational Training and Unemployment Measures in Latvia” - pilot project “Eco–tourism Development in Lubana Wetland of Rezekne District” and project “Destination 21” were implemented in cooperation with experts from Denmark.

 

The aim of cooperation project Capacity Building in the Public Employment Service” was to improve activities of SES, its internal organisation, strategy development and forecasting of labour market needs in the field of training of unemployed persons.

 

The overall aim of the project "Development of National Information Strategy" was to improve information administration and organisation of SES and its affiliates concentrating on the inner flow of information.

 

The project “Support of Active Labour Market Initiatives in Accordance with National Employment Strategies” was developed in the framework of FEU-programmet (a cooperation programme) and in cooperation with Ministry of Welfare of the Republic of Latvia and Ministry of Labour of Denmark before entering the European Union in 2004.

The Swedish National Labour Market Board (AMS), Sweden

The Agreement between The Work Life Mobility Programme (WLMP) which is a three-year co-operation project run by the Swedish National Labour Market Board (AMS) and the State Employment Agency (NVA), Latvia (signed in May 2007) prescribes that the State Employment Agency of Latvia will participate in the following projects within the Work Life Mobility Programme:

 

1.       Finding vacancies: co-operation with employers

2.       Labour market training: developing, carrying out, evaluating

3.       Facilitating geographical mobility

4.       Vocational guidance

5.       Various models for employment services

 

The Agreement between The Work Life Development Programme (WLDP) which is a three-year programme run by the Swedish National Labour Market Board (AMS)  and the State Employment Agency (NVA), Latvia (signed in April 2005) prescribes that the State Employment Agency of Latvia will participate in the following WLDP projects within Labour Market Programmes:

 

1.      Working with groups of job-seekers

2.      Solution Focussed work methods

3.      Individual Action Plans

4.      Social Dialogue at the Local Level 

An Interstate Agreement on exchange of trainees, signed between the Ministry of Welfare of the Republic of Latvia and the government of Kingdom of Sweden. 

Common work together with Swedish National Labour Market Board on implementation of a new cooperation project “Development of SES work organization according to the EU requirements”. Experts from Sweden shared their experience regarding evaluation system of Management by Objectives in their country. 

An Agreement between Ministry of Welfare of the Republic of Latvia and the government of Kingdom of Sweden on Swedish Institutional Support Fund in Latvia - for instance, projects “European Social Fund Audit”, “Staff training for Latvian State Employment Agency on methods for calculating LMP – database indicators on labour registered at the public employment service”, “Cooperation with Employers”.

The Employment Authority of Ireland (FÁS), Ireland

Exchange of the working experience when organising the work of Public Employment Service.

 

The Protocol of Intent to promote closer cooperation (signed on February 25, 2005) - both parties (NVA and FÁS) expressed their willingness to begin cooperation in the following spheres:

 

1.       Exchange of experience on issues relating to fighting unemployment and promotion of employment;

2.       Promotion of international relations in the field of employment;

3.       Labour market research and forecasting;

4.       Best practice exchange on the subject of European Social Fund;

5.       EURES integration into national network;

6.       Organisation of transnational mobility projects;

7.       Information and guidance for job seekers from Latvia planning to go to work in Ireland.

The Labour Market Board of Estonia (TTA), Estonia

The Protocol of Intent on cooperation on national level - the topics of the meeting are work organisation of Estonian colleagues, discussion on the subject of latest developments and exchange of work experience.

 

The exchange of experience on the subjects of development of ESF administration system and implementing EQUAL Programme in both Latvia and Estonia.

 

The first Protocol of Cooperation between Valka and Valga - discussions about forms of work organisation and legislation used when dealing with social and employment spheres.

 

The annual protocol on mutual cooperation - to defined future cooperation perspectives in the field of employment promotion between both Baltic States and an exchange of information on situation in labour market and unemployment figures as well as other labour market issues.

The Labour Exchange of the Republic of Lithuania (LDB),

The first cross border Protocol of Cooperation in fields of labour market administration and information exchange - to obtain valuable working experience and information on labour market administration, improvement of the quality and amount of services provided.

 

New bilateral Protocol of Cooperation prescribed even more extensive information exchange on national level in the field of computerization.

 

The Annual cross border protocol on bilateral cooperation between the NVA and its local employment offices and the Labour Exchange of the Republic of Lithuania and its local labour exchanges - an exchange of the latest information on the subject of labour market and unemployment figures as well as other labour market issues.
